Madhya Pradesh Electric Vehicle Policy 2019
Objective
– Promote sustainable electric mobility and reduce emissions from transport sector
– EV contribution of 25% of all new public transport vehicles registrations by 2026
– To enable faster adoption of EV by providing affordable Charging Infrastructure eco-system and promoting renewable energy usage
– Creation of jobs in driving, selling, financing, servicing, charging, and manufacturing of EVs
Demand Incentives
Electric 2-wheelers
– 1% motor vehicle tax for first 15,000 e-2Ws / total e-2Ws in 5 years, whichever less
– Registration fees exemption for 22,500 e-2Ws or total e-2Ws in 5 years, whichever less
– 100% waiver in parking charges at all Urban Local Body parking stations for 5 years
Shared E-rickshaw
– 1% motor vehicle tax for first 5,000 e-rickshaw / total e-rickshaws in 5 years, whichever less
– Exemption of vehicle registration fees for 7,500 shared e-rickshaw / total e-rickshaws in 5 years, whichever less
– Exemption from permit requirement for first 5,000 e-rickshaws / total e-rickshaws in 5 years, whichever less
– 100% waiver in parking charges at all Urban Local Body parking stations for 5 years
Electric auto rickshaws
– 1% motor vehicle tax for first 5,000 e-auto rickshaw / total e-auto rickshaw in 5 years, whichever less
– Exemption of vehicle registration fees for 7,500 EV auto rickshaw / total EV auto rickshaw in 5 years, whichever less
– Exemption from permit requirement for first 5,000 e-rickshaws / total e-rickshaws in 5 years, whichever less
– 100% waiver in parking charges at all Urban Local Body run parking stations for 5 years
Electric goods carrier
– 1% motor vehicle tax for first 2,000 e-3W goods carrier / total e-3W goods carrier in 5 years, whichever less
– Exemption of vehicle registration fees for 3,000 e-3W goods carrier / total e-3W goods carrier in 5 years, whichever less
– 100% waiver in parking charges at all Urban Local Body run parking stations for 5 years
Electric Cars
– 1%/ motor vehicle tax for first 6,000 e-cars / total e-cars in 5 years, whichever less
– Exemption of vehicle registration fees for 9,000 e-cars / total e-cars in 5 years, whichever less
– 100% waiver in parking charges at all Urban Local Body parking stations for 5 years
Electric buses
– 1% motor vehicle tax for first 1,500 e- buses / total e-buses in 5 years, whichever less
– Exemption of vehicle registration fees for 2,250 e-buses/ total e-buses in 5 years, whichever less
– Exemption from permit requirement for first 1,500 e-buses / total e-buses in 5 years, whichever less
Charging Infrastructure
– Small Charging stations (for e-2W and e-3W): 25% subsidy to first 300 public charging stations (up to INR 1,50,000)
– Medium Charging stations (for e-2W, e-3W and e-cars): 25% subsidy for first 100 public charging stations (up to INR 2,00,000)
– Large charging stations (for e-2W, e-3W, e-cars and Heavy-Duty Vehicles): 25% subsidy for first 100 public charging stations (up to INR 10,00,000)
– Public charging station must have battery swapping facilities
– Government will identify land for setting up public charging stations and swapping stations
– Modified rules and regulations of Urban local bodies and Municipality to set up allow charging and battery swapping stations
– Mandatory charging stations at all Municipal Corporations Public parking spaces
– Charging infrastructure at least every 50 km on highways, other major roads etc.
– Swapping stations in the form of a kiosk to service e-2Ws and e-3Ws
– DISCOM shall release supply to charging/battery swapping stations within 48 hours of application
– Cities of Bhopal, Indore, Jabalpur, Gwalior and Ujjain will be declared as model electric mobility cities
Skill Development and R&D
– Skill centres to be set up for capacity building
– Introduce EV courses & train technicians and engineers of Polytechnics, Local Industrial Training Institutes (ITIs), employment exchange centres and technical institutes
– Set up Centre of Excellence with focus on improving usage and efficiency of EVs and charging equipment
The date of notification of the policy is 01 November 2019, and the policy will remain valid for five years from the date of notification.
