Kerala Electric Vehicle Policy
Objective
– Embrace electric mobility as a tool to promote clean transportation
– Create an ecosystem for manufacturing EV components in the State
– Target to have 1 million EVs by year 2022
– Promote shared mobility and clean transportation
Demand Incentives
– Priority conversion of 3-wheelers and transport buses to electric
– Introducing electric boats as well as electric propulsion in house boats
– Incentive of ₹30,000 or 25% subsidy for e-3Ws procured from empanelled vendors
– Exemption from toll charges and parking
– Entire fleet of State Road transport corporation to be electric by year 2025
Charging Infrastructure
– 25% capital subsidy (maximum ₹10 lakhs) for first 100 charging stations with DC charger (100 V and above) and ₹30,000 for first 300 stations with DC charger (below 100 V)
– 25% capital subsidy (maximum ₹10 lakhs) for first 50 battery swapping stations
– 20 Public Charging stations (PCS) and Bulk charging stations (BCS) each and 150 swapping stations for 2/3 wheelers in Thiruvananthapuram, Ernakulum, Kozhikode
– KSRTC to set up charging stations at their bus depots
– Oil marketing companies and public / private energy operators will be permitted to set up PCS and BCS on their own
– Priority electricity connection to public charging stations
– Incentive for setting up charging stations in existing private / malls / commercial buildings
– Charging stations at every 25 kms on highways and roads connecting major cities
– All new non-residential buildings with more than 10 equivalent car spaces (ECS) shall have at least 20% EV spots with adequate infrastructure
– All new residential complexes and colonies having 10 ECS spots to make 100% demarcation for ECS parking with adequate infrastructure
Skill Development and R&D
– Centre of Excellence for EV and autonomous vehicles (AV)
– Curriculum update for EV and AV in technical schools
– Capacity building program for EV and AV industry
The policy shall remain valid for 5 years from the date of notification. The date of notification of the policy is 10 March 2019.
