OREDA invites bids to provide 300 EVs for fleet services

Odisha Renewable Energy Development Agency (OREDA) has issued an RFP for EV Fleet as a Service (EVFaaS) for 300 EVs to be used by various organisations. Odisha is one of the first states to come up with such a tender towards eMobility.

Odisha Renewable Energy Development Agency (OREDA) has invited bids to provide EV fleet services on an “Own, Operate, and Maintain” basis.

– The last date to submit the bids online is May 31, 2023. Bids will be opened on June 2, 2023.

– The interested parties are required to submit pre-bid queries by 10th May 2023, and the pre-bid meeting is scheduled on 15th May 2023.

– The roles and responsibilities of the service providers are:

  • Supply, Operation & Maintenance of Electric Vehicles
  • Setting up of Charging stations
  • Provision of Drivers
  • Comprehensive maintenance & insurance
  • Invoice, Registration

Bidders are required to submit monthly rental prices for EV fleet services for hatchback, sedan, compact SUV and premium SUV categories of electric cars.

Some of the key qualification requirements are as follows:

  • The bidder must be an authorized OEM of LMV EV of M1 and M2 category for sales and service with 3 years of experience is must in Sales and Service of LMV EVs in India, and the bidder must have sales and service centres/dealerships in all the districts of the state.

  • OR The bidder must be a Fleet Service Provider with experience of 3 years in providing fleet services in India.

  • OR The bidder must be an EV Charging Station Operator with experience of 3 years in setting up charging stations for EVs in India.

In addition, the bidder should have experience in ownership, operations, and maintenance of a fleet of at least 10 ICE vehicles or Electric vehicles of any kind of Car/ Jeep/ SUV category for a continuous period of a minimum of 1 year in the last 7 years.

The Bidder must have installed a minimum of 5 charging stations at various locations/sites (distinct geographical locations – not to be confused with the number of chargers in one location) by themselves or in tie-up with Charging Station Operators.

The bidder should have a minimum of ten drivers under their payroll or contractual obligations.

The selected EV fleet service provider should provide the electric car for a monthly travel distance of 2,000 Km/vehicle for small hatchback and sedan models and 2,500 km/vehicle for SUV models. The cost of charging for this distance will be included in the monthly rental price quoted by the bidders. The EV fleet service provider will bear electricity charges to be paid to distribution companies (DISCOMs) for charging the electric cars. Anything beyond the limit of 2,000 km/vehicle per month for small and sedan category vehicles and 2,500 km/vehicle per month for SUV category vehicles will be reimbursed by OREDA in the form of variable charges.

It is a step from OREDA in the direction of the EV policy 2021, announced by the Odisha government with an aim to achieve 20% of all vehicle registrations to be EV by 2025.
