The Ministry of Power has taken several steps to speed up the deployment of public EV charging infrastructure nationwide. These include:

  1. Issuance of guidelines and standards for EV charging infrastructure in January 2022, with subsequent amendments in November 2022 and April 2023. These guidelines are as follows:
  • Enable EV owners to charge vehicles at residences/offices using existing electricity connections.
  • Prescribe revenue-sharing model for land provision at promotional rates for public charging stations.
  • Ensure timely electricity connection to Public Charging Stations (PCS).
  • Implement a single-part EV tariff for public charging stations not exceeding the Average Cost of Supply (ACoS) until March 31, 2025.
  • Specify ceiling tariffs for slow AC charging (INR 2.50 per unit solar, INR 3.50 per unit non-solar) and DC fast charging (INR 10 per unit solar, INR 12 per unit non-solar) at PCS.
  • Provide a 20% rebate on ACoS by DISCOMs to PCS during solar hours and impose a 20% surcharge during other times.

2. Notification of the Green Energy Open Access Rules 2022 to promote renewable energy adoption and ensure access to green energy for all.

According to NITI Aayog, the requirement for charging infrastructure varies based on factors such as EV composition, usage patterns, geography, urbanization, and technology. Hence, there is no consensus on the exact number of charging points needed per EV, with estimates ranging from 1 charging point per 20 EVs to 1 charging point per 150 EVs.

This information was given by the Minister of State for Heavy Industries, Shri Krishan Pal Gurjar, in a written reply in Lok Sabha.
